Methodology
- Published dollar window: USASpending spending_by_geography for contract types A/B/C/D,
new_awards_only, place of performance, 28-day lookback. Retrieved 2026-09-09 and stored in this repo. Weekly = window × 7/28. Monthly = window × 30/28. - Desk counts: when WonAlert’s weekday ingest has at least five matching rows for the state (and NAICS prefix), award counts come from that live sample. Otherwise counts stay blank. We never invent subscriber or customer counts.
- Role slice is an illustrative share of in-state weekly dollars (Specialty subcontractor: 2.5%). It is not a probability you will win work.
- Capacity = hours per week ÷ 1.5 hours for one first call (recipient lookup, outreach, note).
- Missed-desk leakage = addressable weekly dollars × min(1, delay days / 5). A five-day grapevine zeros the first-call week.
